One of the unique, if not slightly strange, characteristics of Palmer is that it tends to produce top wines in those vintages no one else does: Vintages like 1983 and 1999 are excellent examples of that. 2004 is a year like that as well: Palmer has produced a beautiful wine in 2004. And because this vintage was average for Bordeaux as a whole the Palmer 2004 is still affordable!
